Demonstrated at the 2014 Leather Fetish Ball in San Diego. The goal was to put on a show that nobody had ever seen before. Based on the screaming and commentary in the video, our mission was accomplished. Before starting, I asked the lighting-guy to turn off ALL lights in the auditorium. It took some convincing, but we got our wish.
We were wearing cheap light-up crap from the Dollar Store (all of it made in China). We attached it with clear packing-tape. Halloween season is a good time to hit the Dollar Stores in your area, for the battery-powered, light-up-in-the-dark stuff.
We started with regular, leather floggers with inexpensive fiber-optic toys attached. Then, we went HARDCORE about halfway through:

We didn't practice onstage beforehand, which is why I was losing the war with the curtain, in my PINK harness!
Hardware, Explained
No, there are no actual "flames" involved. Each flogger is a bundle of fiber-optics, attached to a flashlight handle that has at least two dozen programmable modes.
Do NOT do this to somebody's bare skin, unless they are a serious Pain Pig. If I am demoing on an average person, I make them wear a vest! The fibers are sharp and painful, like many single-tail whips at once!

This is what I recommend getting, because the default fibers are too stiff by far, and too long, usually. the 6-footers are unbelievably unusable.
