“In X-men Professor X has the telepathic power to control people’s minds and make them do what he wants. If a submissive had that power, and made a man dominate him… is he really being dominated?”
So, to set up my position on the matter. I’d like to start with a quick discussion of Professor X’s powers as I understand them (I could be wrong because I never read much X-men and was more concerned with characters other than him). Professor X’s power has as I see it two modes. He can implant a suggestion which suggests a course of action someone might already be willing to take. Since people are unused to thoughts other than their own appearing in their head they assume it IS their own and consider it.
This mode requires no continuous concentration you implant the suggestion and let the person follow it. The other mode of his power seems to be active control. His link to their mind is maintained and they will take no action without being told to do so.
These two modes are relevant because if the submissive uses suggestion to imply that the person should take a chance and hit on him in a dominating way and the person does so, the domination is fully under the free will of the dominant. In other words, the submissive may have suggested a course of action but still cedes control to the dominant to do as he will.
The other side of the coin would be if the dominant is someone unwilling to dominate the submissive. Easy examples of this would be a straight man that would ignore the suggestion to dominate the submissive or a man who is simply not dominate and views such sex as backwards for not embracing equality among partners. If the submissive has to maintain control over the dominant to dominate the telepathic submissive then the submissive is not being dominated.

After all, the dominate will be unable to take an action that is not made for him by the submissive. This is an extreme version of “topping from the bottom”. The submissive is dominating himself but that prevents him for entering subspace because he must control each action the dominate takes. He never gets to BE in the moment enjoying the experience of not being in control. I would imagine the experience would in fact be rather hollow. Nothing unexpected happens and you simply get to enjoy whatever sensations you created for yourself.
